本周稀土市場(chǎng)行情，鐠釹價(jià)格小幅上漲，鏑鐵和鋱價(jià)格繼續(xù)保持平穩(wěn)。亞洲金屬網(wǎng)價(jià)格: 鐠釹金屬價(jià)格395-400元/KG，鏑鐵合金價(jià)格1900-1920元/KG，金屬鋱價(jià)格5100-5150元/KG。
This week, price of PrNd increased slightly, prices of DyFe and Tb kept stable. Price from Asian Metal at this weekend presented: PrNd metal 395-400 RMB/KG, DyFe alloy 1900-1920 RMB/KG and Tb metal 5100-5150 RMB/KG.
《中華人民共和國(guó)資源稅法》于2019年8月26日第十三屆全國(guó)人民代表大會(huì)常務(wù)委員會(huì)第十二次會(huì)議通過，將于2020年9月1日起施行。其中新公布輕稀土資源稅為7%—12%，中重稀土為20%。原資源稅為南方礦27%，包頭礦11.5%，四川礦9.5%，山東礦7.5%。
The Resource Tax Law of the People's Republic of China was adopted at the 12th meeting of the 13th Standing Committee of the National People's Congress on August 26, 2019, and will take effect on September 1, 2020. Among them, the newly announced tax on light rare earth resources is 7%-12%, and that on heavy rare earth resources is 20%. The original resource tax is 27% for South Mine, 11.5% for Baotou Mine, 9.5% for Sichuan Mine and 7.5% for Shandong Mine.
為貫徹落實(shí)習(xí)主席關(guān)于稀土行業(yè)重要指示，進(jìn)一步規(guī)范稀土行業(yè)發(fā)展秩序，江西省工信廳、省發(fā)改委、財(cái)政廳等12部門聯(lián)合發(fā)布了《關(guān)于持續(xù)加強(qiáng)稀土行業(yè)秩序整頓的通知》，通知要求加強(qiáng)環(huán)節(jié)管理，不斷增強(qiáng)行業(yè)自律，提升行業(yè)發(fā)展質(zhì)量及定期開展自查工作。
In order to implement Chairman Xi Jinping's important directives on rare earth industry and further standardize the development order of rare earth industry, Jiangxi Provincial Industry and Information Office, Provincial Development and Reform Commission, Finance Department and other 12 departments jointly issued the Notice on Continuously Strengthening the Order Rectification of Rare Earth Industry, which calls for strengthening the management of key links, continuously strengthening industry self-discipline, improving the quality of industry development and conducting regular self-examination work.

本周稀土產(chǎn)品價(jià)格漲跌互現(xiàn)，由于部分冶煉分離廠2019年上半年超計(jì)劃生產(chǎn)，下半年稀土產(chǎn)品供應(yīng)或?qū)②吘o，市場(chǎng)利好信心受到提振，氧化鐠釹周初較受市場(chǎng)青睞，市場(chǎng)詢單較為活躍，實(shí)際成較好，上游廠家普遍看好后市對(duì)氧化鐠釹報(bào)價(jià)有所提升，部分商家出現(xiàn)持貨惜售情緒，下游企業(yè)買興逐漸轉(zhuǎn)弱，觀望情緒漸濃。
The price of rare earth products rose and fell this week. Due to part of the smelting and separating plants exceeded the planned production in the first half of 2019, the supply of rare earth products may tighten in the second half of the year, market confidence boosted. PrNd oxide is more popular in the market at the beginning of the week, market inquiries are more active and actual transactions are better. Upstream manufacturers are generally optimistic which will improve the price of PrNd oxide in the future. Some merchants are holding goods reluctantly, while downstream enterprises are gradually weakening their buying interest and increasing their wait-and-see mood.
氧化鏑、氧化鋱本周依然受到泛亞公司拍賣影響，因其拍賣氧化鏑實(shí)際單價(jià)約低于市場(chǎng)40萬(wàn)元/噸，上游商家擔(dān)憂情緒較濃，存在降價(jià)銷售的意愿，下游企業(yè)也處于觀望狀態(tài)，市場(chǎng)詢單情況較差，氧化鏑及氧化鋱報(bào)價(jià)逐漸下滑。氧化鐠釹等輕稀土產(chǎn)品方面，預(yù)計(jì)受冶煉分離廠未來(lái)供應(yīng)趨緊及臨近9月下游需求逐漸轉(zhuǎn)好因素影響，未來(lái)價(jià)格或?qū)⒅鸩缴闲?。氧化鏑、氧化鋱等中重稀土產(chǎn)品價(jià)格近期主要關(guān)注泛亞公司氧化鏑的實(shí)際拍賣情況及后市低價(jià)氧化鏑是否會(huì)大量流入市場(chǎng)，若未大量低價(jià)流入市場(chǎng)，則未來(lái)受中重稀土礦端原材料供應(yīng)緊張及下游需求回暖影響，氧化鏑、氧化鋱等產(chǎn)品價(jià)格或?qū)⑼瑯佑兴厣?。（上海有色網(wǎng)）
Dy oxide and Tb oxide are still affected by Pan-Asian auctions this week. Because the actual unit price of Dy oxide is less than 400,000 RMB/TON in the market, upstream merchants are more worried and have a willingness to reduce prices, downstream enterprises are also in a wait-and-see state, market inquiries are poor, quotations of Dy and Tb oxides are gradually declining. Due to the tight supply of smelting separation plants in the future and the gradual improvement of demand in the lower reaches of September, prices of light rare earth products such as PrNd oxide is expected rise gradually in the future. Prices of heavy rare earth products such as Dy oxide and Tb oxide have recently focused on the actual auction of Dy oxide in Pan-Asian Company and whether the low-price of Dy oxide in the future will flow into the market in large quantities. If no large number of low prices flows into the market, prices of Dy and Tb oxides and other products may also rise, which affected by the shortage of raw material supply of heavy rare earth mines and the warming of downstream demand in the future.
