本周稀土市場稀土價(jià)格均有小幅下滑。亞洲金屬網(wǎng)價(jià)格:鐠釹金屬336-341元/KG，鏑鐵合金價(jià)格1250-1280元/KG，鋱金屬價(jià)格3600-3700元/KG。
This week the market price of Rare Earth has a slight decline. Prices from Asian Metal of this weekend present: PrNd 336-341RMB/KG, DyFe1250-1280RMB/KG,Tb metal 3600-3700RMB/KG.

繼6月7日招標(biāo)會(huì)流標(biāo)后，稀土國儲(chǔ)再次被提上日程。22日，國家發(fā)改委召集六大稀土集團(tuán)，進(jìn)行為期2天的稀土國儲(chǔ)商討會(huì)議。會(huì)議主要包括兩項(xiàng)議程，一是確定參加本年國儲(chǔ)集團(tuán)名單，二是對即將國儲(chǔ)的稀土氧化物產(chǎn)品進(jìn)行議價(jià)。
After the first bidding meeting failed on Jun.7, the Rare Earth State Reserve was placed on the agenda again. And on Jun.22, NDRC called Six Rare Earth Group together to hold a two-day meeting on discussing the Rare Earth State Reserve. The meeting mainly included two agendas: the first one is to determine the attendant list of the State Reserve Group and the second one is to bargain the rare earth oxide products which are to be state reserved.
業(yè)內(nèi)人士認(rèn)為，稀土國儲(chǔ)能否順利成行，關(guān)鍵在于收儲(chǔ)價(jià)格的確定。
In insider's opinion, whether the Rare Earth state Reserve can be succeeded, the key point is to determine its purchase price.
22日召開的稀土國儲(chǔ)商討會(huì)議也被認(rèn)為是國儲(chǔ)招標(biāo)動(dòng)員大會(huì)。值得關(guān)注的是，本次會(huì)議召集方由國儲(chǔ)局升級(jí)為國家發(fā)改委，與會(huì)方也升級(jí)為六大集團(tuán)高層，顯示中央及稀土集團(tuán)對此次收儲(chǔ)的重視度明顯提高。
The meeting on June. 22 was also considered as the bidding mobilization meeting of the Rare Earth State Reserve. It was noteworthy that the meeting was called by NDRC instead of SRB, and the attendants were upgraded to Rare Earth Six Group executives, which showed that central authorities and the Rare Earth Group's emphasis on the Reserve was significantly improved.
不過，截至目前，官方尚無此次國儲(chǔ)會(huì)議消息發(fā)布。據(jù)知情人士透露，本次會(huì)議主要包括兩項(xiàng)議程，一是確定參加本年國儲(chǔ)集團(tuán)名單，二是對即將國儲(chǔ)的稀土氧化物產(chǎn)品進(jìn)行議價(jià)。
So far, however, there is still not any official news about this meeting. According to an informed source that the agenda mainly includes two points, the first one is to determine the attendant list of the State Reserve Group and the second one is to bargain the rare earth oxide products which are to be state reserved.
“在本次會(huì)議中，產(chǎn)品價(jià)格仍然是各方博弈。"卓創(chuàng)資訊稀土分析師張偉表示。有業(yè)內(nèi)人士認(rèn)為，應(yīng)該正視“黑色"產(chǎn)品對市場的影響，調(diào)整招標(biāo)價(jià)格的算法，應(yīng)該將守法成本、商儲(chǔ)資金成本、包裝運(yùn)輸成本統(tǒng)統(tǒng)考慮進(jìn)去，再商定的收儲(chǔ)價(jià)格。
"During the meeting, the product price is still the focus of the game for all parties." Said by Zhangwei who is the Rare Earth analyst from ZhuoChuang Information. Also from the insider's opinion that the influence of illegal products for the market should be envisaged and adjust the algorithm of the bidding price. The cost of Law-abiding, storage fund and package & transport should all be taken into account, and then the purchase price is finally determined.
事實(shí)上，進(jìn)入6月份以來，稀土價(jià)格疲軟持續(xù)下行，國儲(chǔ)政策動(dòng)向牽動(dòng)市場神經(jīng)。張偉介紹，一般7月到8月為稀土行業(yè)淡季，稀土下游的應(yīng)用量不足以支撐市場價(jià)格，如果沒有收儲(chǔ)政策刺激，價(jià)格仍將下行。
Actually, since the beginning of this June, weak prices continued downward, the state store policy still affects the market price. “Generally the two months from July to August were regarded as the off-season in rare earth industry and the price is not sufficiently supported by its downstream demands. So if the price is not stimulated by the purchase policy, it will still continue downward." Zhang Wei said.
在張偉看來，除了利用收儲(chǔ)政策穩(wěn)定市場外，還應(yīng)疏堵結(jié)合，打黑與收儲(chǔ)同時(shí)進(jìn)行，打擊中間貿(mào)易商，使用專票進(jìn)行追蹤，逐步考慮將稀土貿(mào)易商納入監(jiān)控體系。
Furthermore, in Zhangwei's view, besides using the purchase policy to stabilize the market, also based on the principal that keep the illegal crackdown as the purchasing storage at the same pace, the traders are emphatically suppressed and traced by officers, and that putting the traders into monitoring system should be taken into account step by step.
商務(wù)部研究院國際市場部副主任白明表示，打擊稀土盜采，在政策體系上，不僅需要經(jīng)濟(jì)手段的調(diào)控，更要逐步完善相應(yīng)的法律，采取必要的行政干預(yù)，在保護(hù)生態(tài)環(huán)境和稀土開發(fā)方面取得均衡的發(fā)展。
“From the policy system, crackdown against illegal mining is not only by using the economic regulation and control, but also by the gradually improved laws. Moreover, the necessary administrative intervention should be taken to make a balanced improvement on the Environmental protection and Rare earth development." Expressed by Bai Ming who is the Deputy Director of the international marketing dept. of CAITEC.
