n 本周稀土市場(chǎng)鐠釹稍有下跌，鏑鐵鋱價(jià)格相對(duì)穩(wěn)定。亞洲金屬網(wǎng)價(jià)格:鐠釹金屬329-334元/KG，鏑鐵合金價(jià)格1230-1260元/KG，鋱金屬價(jià)格3050-3150元/KG。

This week the price of PrNd has slightly declined while the price of DyFe was relatively stable. Prices from Asian Metal present: PrNd 329-334 RMB/KG, DyFe 1230-1260RMB/KG, Tb metal 3050-3150RMB/KG.

n 3月29日，全國(guó)稀土工作推進(jìn)會(huì)在長(zhǎng)汀縣召開(kāi)。國(guó)家工信部稀土辦主任賈銀松，部分?。ㄗ灾螀^(qū)）及全國(guó)稀土六大集團(tuán)的負(fù)責(zé)人參加會(huì)議。

The national rare earths propulsion meeting was held in Changting County on March 29th. Rare earth director of MIIT Mr Jia Yinsong, principals of some provinces (autonomous regions) and six national rare earth groups had joined the meeting.

據(jù)中國(guó)稀土網(wǎng)站4月1日消息，作為稀土戰(zhàn)略?xún)?chǔ)備體系建設(shè)的重要組成部分，由國(guó)家倡導(dǎo)，以稀土行業(yè)供給側(cè)結(jié)構(gòu)性改革為重要目標(biāo)，并由稀土企業(yè)集團(tuán)自發(fā)開(kāi)展的稀土商業(yè)儲(chǔ)備日前正式啟動(dòng)。

According to the news on Chinese Rare Earth website on April 01st, as the important part of rare earth strategic reserve system, advocated by the country, recently the commercial purchase and storage officially started, this is spontaneous conducted by the rare earth group and aimed at supply side structural reforms of rare earth.

2016年3月30日，國(guó)家發(fā)展改革委會(huì)同有關(guān)部門(mén)組織召開(kāi)了稀土企業(yè)商業(yè)儲(chǔ)備動(dòng)員大會(huì)。會(huì)議明確了稀土商業(yè)儲(chǔ)備的原則、配套措施、實(shí)施主體、運(yùn)行模式、具體方案和進(jìn)程。這標(biāo)志著，稀土行業(yè)企業(yè)層面的供給側(cè)結(jié)構(gòu)性改革進(jìn)入實(shí)質(zhì)性攻堅(jiān)階段。

The National Development and Reform Committee and relevant departments & organizations held the commercial reserve mobilization meeting on March 30th, 2016. During the meeting, principles of rare earth commercial reserves, supporting measures, subjects of implementation, operation mode, concrete proposal and processes have been stated, which means the supply side structural reforms of rare earth has entered into the tough substantive stage.

另?yè)?jù)了解，國(guó)家層面的相關(guān)改革措施短期內(nèi)也將付諸實(shí)施。多層次供給側(cè)結(jié)構(gòu)性改革措施的實(shí)施對(duì)健全稀土國(guó)家戰(zhàn)略?xún)?chǔ)備體系，推動(dòng)稀土行業(yè)持續(xù)健康發(fā)展具有十分重要的意義。

The relevant reform measures in national level will be implemented in the short term as well. The implementation of multiple supply side structural reforms will help to complete the national strategic rare earth reserves system and has important meaning in promoting the sustainable and healthy development of rare earth industry.

信達(dá)證券認(rèn)為，中國(guó)稀土戰(zhàn)略資源地位不可動(dòng)搖，稀土價(jià)格將在供給縮減、行業(yè)深度整合和政策打黑執(zhí)行力度加大下開(kāi)始中長(zhǎng)期修復(fù)。十三五期間稀土新材料迎來(lái)新機(jī)遇，稀土下游需求將逐步回暖，隨著去產(chǎn)能效果逐步顯現(xiàn)，2016年稀土行業(yè)有望走出寒冬。

Cinda Securities think that the China rare earth strategic resource status is unshakable and the rare earth prices will start a mid-and-long term recovery under the circumstance of supply reduction, industry integrating and increasing strength on illegal mining. During the 13th five-year plan, along with the DE-capacity effects gradually appears, the rare earth material will meet new opportunities, and rare earth downstream demand will gradually rebound, rare earth industry is expected to come out of winter in 2016.

廣發(fā)證券認(rèn)為，稀土和鎢是中國(guó)產(chǎn)量占比全球高(分別為85%、82%)的品種，因此也是供給側(cè)改革受益的行業(yè)。兩個(gè)行業(yè)都存在私采比重較大的特征，供給側(cè)改革或?qū)⒋驌羲讲沙刹糠?，進(jìn)而影響到金屬價(jià)格，造成稀土、鎢價(jià)格的逐步回暖。

GF Securities think that the production of tungsten and rare earth in China is the world's highest varieties (85%, 82% respectively), therefore they are also benefit most from the supply side structural reforms. Both of these two industries share the same characteristic of big percentage in the illegal private mining. The supply side structural reforms will focus on the private mining exploitation which will influence on the metal prices and help in the price rebound of tungsten and rare earths.
